Shatter Foundation
The Shatter Foundation is a 501(c)(3) nonprofit on a dual mission: to make mental health care accessible for underserved communities in the DMV and to empower young women through entrepreneurial education at the University of Maryland. In partnership with Ellie Mental Health Georgetown, the Foundation covers therapy intake and sessions when insurance falls short. Simultaneously, it supports mentorship and resources for aspiring women entrepreneurs. By breaking barriers to care and opportunity, Shatter fosters healthier, more equitable communities where access and empowerment are a reality—not a privilege.

Shatter Fund II is led by Shelly Kapoor Collins and Dr. Rhodo Nguyen, two accomplished leaders at the intersection of venture capital, healthcare innovation, and inclusive entrepreneurship. Together, they bring a combined 40+ years of experience spanning technology, medicine, policy, and investing—united by a shared mission to drive superior returns through innovation, diversity, and impact. The partners combine strategic investment experience with domain expertise, leveraging their extensive networks and operational insight to identify, fund, and accelerate category-defining companies that deliver both meaningful impact and market-leading returns.
Shelly Kapoor Collins
- Shelly Kapoor Collins is a venture capitalist with a track record of raising and deploying over $100 million across early-stage technology companies. She is the Founder of Shatter Fund and a Managing Director at Sway, where she has led investments in high-growth, startups across HealthTech, FinTech, and eCommerce.
- Through Shatter Fund II, Shelly invests in transformative technologies at the intersection of health, wellness, and artificial intelligence. Her investment thesis centers on platform companies addressing structural inefficiencies in healthcare, access, and consumer delivery—backing founders with the potential to build durable, venture-scale outcomes. She brings a disciplined, founder-first approach focused on ownership, capital efficiency, and long-term value creation.
- In addition to fund management, Shelly has built institutional platforms that expand deal flow and investor access. She founded the Shatter Summit, a global convening of more than 600 investors, founders, and operators, strengthening Shatter Fund’s proprietary network and early access to emerging talent. This ecosystem also supports the Shatter Foundation, reinforcing long-term pipeline development in underrepresented founder communities.
- Shelly’s prior leadership includes appointment to the National Women’s Business Council under the Obama Administration, Vice Chair of the Women in Public Service Project, and National Co-Chair for Technology for President Obama’s 2012 campaign. She has also partnered on national technology fundraising initiatives with Vice President Kamala Harris.
- Shelly holds both a BS and MS in Management Information Systems from the University of Maryland and has been recognized by Forbes (“40 Women to Watch Over 40”) and The Economic Times (Top 20 Influential Indian Women).
Dr. Rhodo Nguyen
- Dr. Rhodo Nguyen brings a clinician’s lens and a systems-based approach to investing in transformative health, wellness, and impact-driven companies.
- A licensed Naturopathic Physician with over 20 years of clinical experience, she is a graduate of Bastyr University and holds a B.S. from the University of Washington. Dr. Nguyen practiced naturopathic medicine in Washington, DC for nearly two decades, specializing in root-cause medicine, functional diagnostics, and personalized care.
- As Co-Founder of Aloe Wellness and a respected industry leader, she offers critical insight into emerging opportunities in health tech and consumer wellness—key growth areas for the fund’s strategy.
- In addition to her investment work, Dr. Nguyen serves as Board President of SENHOA, a nonprofit dedicated to preventing human trafficking and empowering women and children in Cambodia.
